1. POSITION SUMMARY

Archway is looking for a Housing Development Manager to join the real estate team and immediately provide leadership to support in all facets of the affordable housing development to further the Archway Communities mission. The Housing Development Manager will work closely with the leadership, the SVP Real Estate, and the Director of Real Estate to effectively execute the real estate strategy. This position is focused on the implementation of the organization’s housing in non-metro Colorado, specifically in southern Colorado and Western Slope markets.

They are looking to employ a candidate with wide-ranging knowledge of the affordable housing industry including deep knowledge of the site development, entitlements, and permitting process. A proven track record of delivering affordable housing products in hard-to-develop areas and special districts. Strong financial knowledge of available industry funding resources, Housing Bonds, Private Activity Bonds, Low-Income Housing Tax Credits (LIHTC), and experience with financing deed-restricted affordable home ownership neighborhoods. The candidate needs to be skilled at navigating the acquisition, financing, entitlement, rehabilitation, and construction of multi-family projects; rental and deed restricted. A strong Housing Development Manager is expected to be collaborative and work independently.

2. ESSENTIAL FUNCTIONS

A. Project Management

Objective:  Assume project management responsibilities associated with multi-family housing acquisition, rehabilitation, and new construction of affordable housing; rentals, and deed-restricted homeownership.

Key Results:

  • Establish and manage timelines and communications between architects, contractors, consultants, financing partners, and members of the development team.
  • Support Archway Community's non-metro goals for land and property acquisitions, financing, funding applications, design, construction processes, and other development-related responsibilities.
  • Engage and build relationships with communities, financing partners, and industry partners.
  • Manage due diligence review for potential property acquisitions

B. Acquisitions

Objective:  Build Archway’s portfolio of properties and development of new affordable housing units to achieve our mission while maintaining our value to serve those in need.

Why this matters:  Archway is seeking to grow our portfolio to achieve a greater scale of operations and to increase the reach of our mission.

Key Results:

  • Initiate the deal process and prioritize activities based on deadlines, resources, and critical path to completion.
  • Coordinate third-party vendors from request for proposal (RFP) to final work product.
  • Oversee design, entitlement, and permitting process.
  • Coordinate with Archway leadership to ensure building design and staffing assumptions meet functional, social, and operational objectives as well as confirm financial impacts to ensure the timely and strategic flow of information.
  • Negotiate deal pricing and terms.
  • Lead the development of project capital stack development, including debt, equity, and soft funding, LOI negotiation, due diligence, and closing coordination

C. Manage Internal and External Relationships

Objective:  Build best-in-class relationships with partners in a variety of local markets working closely with Archway to mitigate their affordable housing needs.

  • Establish and build strong relationships with external consultants, community groups, local and state government officials, funders, investors, and attorneys to open new development opportunities, new partnerships, or creative approaches to financing and developing future projects.
  • Positive collaborative partnerships with internal teams including property management, finance, administration, real estate, and social services.
  • A professional presence that engenders credibility with both oral and written skills as well as effective public speaking.

3. QUALIFICATIONS

Education: Bachelor’s degree in a relevant field – Urban Planning, Real Estate, Finance

Experience: Experience in affordable housing development; both deed restricted and rental, from initiation through occupancy, preferably in Colorado.

4. WORK ENVIRONMENT AND PHYSICAL DEMANDS

  • Willingness to travel throughout Colorado to Archway’s non-metro markets.
  • Valid driver’s license and access to reliable transportation.
  • Ability to efficiently perform job responsibilities with minimal supervision.

5. COMPENSATION

  • The pay range for this role begins at $95,000 annually and goes to $120,000 annually depending on experience.
  • Archway provides Health and Dental insurance with the company paying 80% of the cost.
  • Archway provides a Vision plan as well as Short-Term and Long-Term Disability coverage and Basic Life/AD&D; the company pays the full amount of these plans.
  • Archway provides a 401k retirement plan and contributes 3% of the employee’s eligible annual pay as a non-elective contribution.
  • Archway provides 13 paid holidays per year including 3 floating holidays.
  • Full-time employees accumulate one day of paid sick leave for each month worked, after their first 30 days of full employment. Unused sick leave accumulates from year to year up to a maximum of 60 working days.
  • Full-time employees in their first three years of continuous employment will accrue vacation time at 3.08 hours per pay period.  For a full-time employee working 40 hours per week, this equals 80 hours or two weeks of vacation per year.
  • Prior to hire, an employee benefits guide detailing these, and other benefits will be made available to newly hired employees.
